What determines the difficulty of grammar in a foreign language?

In this document the ideas about the difficulty of teaching and learning grammar in a foreign language are categorised into linguistic; learner; and context and task factors. Conclusions are drawn about the difficulty of determining the order in which to teach grammar, and the ensuing challenges for SOW planning.
